If you changed the required number of weeks attended, you need to log out and back in before the new criteria is used, so that could be what is going on. After you log in this week and mark attendance, check if the service pin is now getting marked.
If that wasn't the problem, send an email to support with details (is it happening to all of your leaders or just in certain clubs or only one leader?) and we will investigate.
